- Lead comes in
- LeadRoute checks which member is next in rotation
- Lead is assigned to that member
- Next lead goes to the following member

Skip rules
Skip members in the rotation when they:
- Are paused or inactive
- Have reached their daily/weekly lead cap
- Don't match category/location filters
Weighted round-robin
Optionally assign weights to give some members more leads. A member with weight 2 gets twice as many leads as weight 1.
